कसरी हट्यो हिन्दु राज्य ?

नयाँ दिल्ली। भारत। नेपाली जनतालाई निर्णय गर्ने अधिकार नै नदिई कसरी हट्यो नेपालको संविधान वाट हिन्दु राज्यको अवधारणा भन्ने बारे निकै धेरै बहस हुने गर्दछ। अगस्त १४, २००७ मा तत्कालीन नेकपा माओवादीका विदेश विभाग हेर्ने केन्द्रीय समिति सदस्य कृष्ण बहादुर महराले अमेरिकी दूतावासका राजदूत न्यान्सी पावेललाइ नेपाल मामला बारे उल्लेख गर्दै अमेरिकी सरकारलाई नेपाली माओवादी को तर्फवाट नयाँ सम्बन्ध विकासका लागि आह्वान गरी लेखेको पत्रले धेरै कुरा सङ्केत गर्ने छ भनी हाम्रो पाठकको सुविधाको लागि अङ्ग्रेजीमा लेखेको पत्रको अनौपचारिक नेपालीमा अनुवाद यहाँ राखेका छौ।

Dear Ambassador Powell,

प्रिय राजदूत पावेल,

Namaste, and welcome to Nepal.

नमस्ते, नेपालमा स्वागत छ।

It is our sincere desire that your tenure in Nepal will be satisfying and productive. We hope that during your time of service here you will see substantial changes towards peace and justice across our land.

नेपालमा तपाईको कार्यकाल सन्तोषजनक र फलदायी होस् भन्ने हाम्रो हार्दिक इच्छा छ। हामी आशा गर्दछौं कि तपाईको सेवा अवधिमा तपाईले हाम्रो देशमा शान्ति र न्यायको दिशामा उल्लेखनीय परिवर्तनहरू देख्नुहुनेछ।

We are very hopeful that with your arrival there will be a new beginning in the relationship between the U.S. Government and CPN-M. We feel that it was unfortunate that a dialogue between us was not obtained with your predecessor.

तपाईँको आगमन अमेरिकी सरकार र नेकपा माओवादीबिचको सम्बन्धमा नयाँ सुरुवात हुनेछ भन्नेमा हामी पूर्ण आशावादी छौँ । तपाईँका पूर्ववर्तीसँग हामी बिचको वार्ता हुन नसकेकोमा हामी दुर्भाग्यपूर्ण महसुस गरिरहेको छौ।

As for the past, on February 13, 1996, after we had exhausted every avenue, we knew of to bring about a substantial change to the Nepal Government, we organized a revolution against a corrupt Monarchy.

नेपालको शासन व्यवस्थामा ठुलो परिवर्तन ल्याउन हामीले जाने बुझेको सबै उपायहरू समाप्त भएको अनुभूति गरेपछि विगतको १३ फेब्रुअरी, १९९६ वाट हामीले भ्रष्ट राजतन्त्र विरुद्ध क्रान्ति गर्‍यौँ।

The Brahmin Hindu politicians and government leaders had been uncaring of the plight of the common people.

ब्राह्मण हिन्दु राजनीतिज्ञ र सरकारमा रहेका नेताहरूले आम जनताको दुर्दशाप्रति बेवास्ता गरिरहे।

An understanding of the fate of the common Nepali people has been clearly pointed out by Professor Dor Bahadur Bista in his book “Fatalism & Development”.

आम नेपाली जनताको भाग्यको बुझाइलाई प्राध्यापक डोरबहादुर विष्टले आफ्नो पुस्तक ‘नियतिवाद र विकास’ मा स्पष्ट रूपमा औँल्याएका छन्।

He shows how Nepal has little future while it is ruled by Brahmin Hindu teaching.

उनले नेपालमा ब्राह्मण हिन्दु शिक्षाले शासन गर्दा सम्म नेपालको भविष्य कसरी सीमित हुने छ भनी प्रस्ट पारेका छन्।

Incidentally, for writing and saying such things, he paid for it when in 1995 he disappeared from a bus coming from West Nepal in the middle of the night.

संयोगवश, त्यस्ता कुराहरू लेखे र बोले बापत सन् १९९५ मा पश्चिम नेपालबाट आउँदै गरेको बसबाट मध्य रातमा बेपत्ता हुनु पर्ने मूल्य उनले चुकाउनु पर्‍यो।

I would like to point out that even though the revolution is substantially over, still the Congress Party and others refused to change the constitution to allow individuals to freely choose their own religion.

म उल्लेख के गर्न चाहन्छु भने क्रान्ति पर्याप्त मात्रामा सकिए पछि पनि व्यक्तिले आफ्नो धर्म स्वतन्त्र रूपमा रोज्न पाउने अधिकार दिनको लागि काँग्रेस पार्टी र अरूले संविधानमा संशोधन गर्न अस्वीकार गरे।

This is just one point that indicates that we must continue to be vigilant and strong.

यो एक मुख्य सन्दर्भ हो जसले सङ्केत गर्दछ कि हामी अझै नियमित सतर्क र बलियो हुन आवश्यक छ।

Our goal is to see the Monarchy completely removed from Nepal.

हाम्रो लक्ष्य राजतन्त्रलाई नेपालबाट पूरै हटाएर बिदा गर्नु हो।

Otherwise, our country will continue to be governed by corrupt politicians, who according to their Hindu teaching, are deserving of all the fruits of the land.

अन्यथा, हाम्रो देशमा भ्रष्ट राजनीतिज्ञहरूले नियमित शासन गरिरहने छन्। हिन्दु शिक्षाको विशिष्ट व्याख्या मार्फत आफ्नो भ्रष्ट राजनीतिक कार्यहरूलाई जायज करार गरिरहनेछन्।

May I mention that we are aware that we have not been able to meet all of the expectations that your predecessor had.

म यो पनि उल्लेख गर्न चाहन्छु, हामी यो कुरामा सचेत छौँ कि, तपाईँका पूर्ववर्ती समकक्षीहरूले गरेका सबै अपेक्षाहरू हामीले पूरा गर्न सकेनौँ।

However, after 10 years of warfare to change everything and everyone in such a diverse and widespread organization is not easy and takes time.

यथार्थमा, १० वर्षको युद्धले विकास गरेको विविध र फराकिलो सङ्गठनमा संलग्न रहेका सबै व्यक्ति र सबै कुरामा परिवर्तन गर्न सजिलो थिएन। समय लाग्यो।

For instance, not long ago, a few YCL cadres took it upon themselves to pelt Ambassador Moriarty’s vehicle with rocks.

उदाहरणका लागि, केही समय अघि वाईसीएलका केही कार्यकर्ताहरूले राजदूत मोरियार्टीको गाडीलाई ढुङ्गाले हानेका थिए।

This was an embarrassing event for our organization.

यो हाम्रो पार्टीको लागि एक लज्जास्पद घटना थियो।

These cadres were neither instructed to do so, nor did we expect this action to come from our people. Nevertheless, it did. Please accept our apologies.

ती कार्यकर्ताहरूलाई न त त्यसो गर्न निर्देशन दिइएको थियो। न त हामीमा हाम्रा कार्यकर्ताहरू बाट यस्तो कर्म हुने अपेक्षा नै थियो। तैपनि, त्यसो गरियो। त्यस कार्यको लागि कृपया हाम्रो तर्फबाट माफी स्वीकार गर्नुहोस्।

During the Revolution we found ourselves faced with many difficult situations.

क्रान्तिको क्रममा हामीले धेरै जटिल परिस्थितिहरूको सामना गर्नु पर्‍यो।

One of them was when we discovered that two U.S. Embassy employees were seeking to collect information about the CPN-M leadership.

ती मध्ये एक त्यो घटना थियो जसमा हामीले अमेरिकी दूतावासका दुई कर्मचारीले नेकपा-माओवादीको नेतृत्व बारेका जानकारीहरू सङ्कलन गर्न खोजिरहेको कुरा पत्ता लगायौँ।

Whether they were doing this of their own accord, or whether it was at the instigation of pro-Monarchy forces we do not know.

उनीहरूले यो आफ्नो स्वेच्छाले गरिरहेका थिए वा राजतन्त्रका समर्थक शक्तिहरूको उक्साहटमा यो काम भइरहेको थियो, त्यो हाम्रो जानकारीमा थिएन।

However, since we were at war, the situation seemed to be very serious.

कारण जे सुकै रहेता पनि, तत्कालीन समयमा युद्धमा रहेको हामीहरूको लागि यो परिस्थिति निकै गम्भीर देखिन्थ्यो।

At the time, we felt that their spying on the Maoist leadership had to be curtailed and they were killed by the CPNM cadres.

हामीले त्यति बेला माओवादी नेतृत्वमाथिको जासुसी गरिएको महसुस गरेका थियौँ । त्यसै बिच उल्लेखित प्रकृतिका जासुसी गतिविधिहरू रोक्न वा सीमित गर्न आवश्यक रहेको एक निर्णय लिइयो। जसको आधारमा जासुसीमा संलग्न व्यक्ति वा समूहलाई नेपाल कम्युनिस्ट पार्टी माओवादीका सदस्यहरूले मारेका थिए।

Perhaps this incident was seen to be an attack on the U.S. Government, but that was not the case.

सायद यो घटनालाई अमेरिकी सरकार माथिको आक्रमणको रूपमा हेरिएको हुन सक्दछ, तर वास्तविक यथार्थ त्यस्तो थिएन।

We are sorry that you lost two of your employees in such a manner and I wanted to enlighten you on the circumstances that led to it.

हामी दुःखी छौँ कि तपाईँहरूले आफ्नो दुई कर्मचारीहरू त्यसरी गुमाउनु भयो। त्यस्तो परिस्थितिहरू कसरी उत्पन्न हुन पुगे भन्ने बारे म तपाईँलाई प्रस्टीकरण दिँदै छु।

Let me assure you that such an incident will not be repeated in the future.

म तपाईँलाई भविष्यमा यस्तो घटना दोहोरिने छैन भन्ने विश्वास दिलाउन चाहन्छु ।

We have very strictly instructed out cadres that under no circumstances are any U.S. citizens or Nepalese working at the U.S. Embassy to be targeted.

हामीले कुनै पनि परिस्थितिमा अमेरिकी दूतावासमा काम गर्ने अमेरिकी नागरिक वा नेपालीलाई लक्षित नगर्नका लागि हाम्रा कार्यकर्ताहरूलाई कडा निर्देशन दिएका छौँ।

Consequently, I was greatly alarmed this Spring when our party received information from a reliable intelligence source.

त्यसको लगतै, यही वसन्तमा (स्प्रिङ सिजन) भरपर्दो खुफिया स्रोतबाट हाम्रो पार्टीले प्राप्त गरेको सूचनाले म धेरै चिन्तित बने।

We were informed of a Palace plan to kill high level U.S. Embassy officials and have it blamed on CPN-M cadres.

अमेरिकी दूतावासका उच्च तहका अधिकारीहरूलाई मार्ने र नेपाल कम्युनिस्ट पार्टी माओवादीका कार्यकर्ताहरूलाई दोष थोपर्ने दरबारको योजनाको बारेमा हामीलाई जानकारी दिइएको छ।

The Palace is adept at disseminating false stories about CPN-M and I knew that if this plot were successfully carried out it would be impossible for us (to) prove that we were not involved.

दरबार नेकपा-माओवादीको बारेमा झूटा कथाहरू फैलाउन माहिर छ। मलाई यो थाहा छ कि, यदि यो षड्यन्त्र सफलतापूर्वक सम्पन्न भएको खण्डमा त्यसमा हामी संलग्न छैनौँ भनेर प्रमाणित गर्न हाम्रा लागि असम्भव हुनेछ।

Such an event would have greatly strengthened the pro-Monarchy forces and, not to mention the tragic loss of life, could have been a great set-back for the revolution.

यस्तो घटनाले राजतन्त्र समर्थक शक्तिहरूलाई धेरै बलियो बनाउने छ। त्यसले निम्त्याउने जीवनको दुःखद क्षतिको उल्लेख नगरी भन्नु पर्दा क्रान्तिको लागि अत्यन्त ठुलो धक्का पुग्न सक्छ।

It is difficult for us to give more precise information about the incident without disclosing the identity of our intelligence source.

यो सन्दर्भमा हाम्रो गुप्तचर स्रोतको पहिचानको खुलासा नगरी घटनाको बारेका थप र सटीक जानकारी दिन हामीलाई कठिन छ।

To doubly insure that such a tragedy did not occur, we immediately gave strict instructions to our cadres not to harm any U.S. citizens or U.S. Embassy officials.

त्यस्तो सूचनाको प्राप्ति सँगै यस्तो दुःखद घटना नदोहोरियोस् भनी हामीले हाम्रा कार्यकर्ताहरूलाई कुनै पनि अमेरिकी नागरिक तथा अमेरिकी दूतावासका कर्मचारीहरूलाई कुनै पनि हानि नोक्सानी नपुर्‍याउन पुनः कडा निर्देशन दिएका छौ।

In closing, may I say that the CPN-M Party goals remain committed to multiparty democracy, human rights and full religious freedom.

अन्त्यमा, म नेकपा-माओवादी पार्टीका लक्ष्यहरू बहुदलीय प्रजातन्त्र, मानव अधिकार र पूर्ण धार्मिक स्वतन्त्रता प्रति प्रतिबद्ध छन् भनी भन्न चाहन्छु।

As we proceed towards that goal, we want to develop a good diplomatic relationship with the US.

हामी हाम्रो त्यो लक्ष्यमा अघि बढ्दै जाँदा हामी अमेरिकासँग राम्रो कूटनीतिक सम्बन्धको विकास गर्न चाहन्छौँ।

In that regards, the CPN-M is always willing to talk to U.S. government officials at any level and in any place.

यस सन्दर्भमा, नेकपा माओवादी जहिले पनि अमेरिकी सरकारका अधिकारीहरूसँग जुनसुकै तह र स्थानमा वार्ता गर्न इच्छुक छ।

Again, Ambassador Powell, a warm welcome to Nepal.

पुनः राजदूत पावेल, तपाईँलाई नेपालमा हार्दिक स्वागत छ।
